पारदर्शी एवं सबसे सफल योजना है मनरेगा

                  जन साधारण में मनरेगा योजना का जिक्र  बहुत ही भ्रष्‍ट योजना के रूप में होता है, क्‍योकि आज जिस तरह से मनरेगा से जुडे घेटाले सार्वजनिक हो रहे है ऐसे में ऐसा होना स्‍वाभविक ही है !  आम लोगों की ये प्रतिक्रिया आये दिन मनरेगा घोटालो की मीडिया  सुर्खीयो की वजह से है। उनके जेहन में इसकी बहुत ही गंदी तस्‍वीर बनी हुई है। सरकार द्रारा विकासपरक बहुत सी येाजनाये चलायी जाती हैं। जिनका उपयोग  विकास कार्यो के लिए किया जाता है। भारतीय पंचायती राज व्‍यवस्‍था में इसकी जिम्‍मेदारी सम्‍मन्धित विभागो के साथ साथ पंचायतों यथा जिला पंचायत ,ब्‍लाक पंचायत एवं ग्राम पंचायतों को भी दी गयी है। इसके लिए धन की व्‍यवस्‍था क्षेत्रों की भौगोलिक स्थिती के अनुसार कई योजनाओ जैसे राज्‍य वित्‍त तेरहवॉ वित्‍त ,पिछडा क्षेत्र अनुदान , एन आर एल एम मनरेगा इतयादि द्वारा की जाती है। मनरेगा को छोड दिया जाय तो किसी अन्‍य योजनाओ के बारे में जानने वालों का प्रतिशत बहुत ही कम मिलेगा। यही कारण है कि इन योजनाओ एव विभागो में हो रहे भ्रष्‍टाचार की चर्चा नही होती है ।
     2007 से 2009 के बीच के समय केा छोडकर किसी भी अन्‍य येाजना के अपेक्षा मनरेगा योजना सबसे पारदर्शी एवं कामयाब योजना कही जा सकती है। हमने देखा कि समूह गठन के लिए चला चलायी गयी एस0जी0स0वाई योजना काक्‍या हस्र हुआ योजना पूरी तरह विफल रही, नाम बदल कर एन0आर0एल0एम के रूप में पुन चलाई गयी और उसकेलिए बहुत बडा बजट आबंटित किया गया जो पुन: विफल होती नजर आ रही है। ऐसे ही राज्‍य वित्‍त एवं तेरहवे वित्‍त की धनराशि का उपयोग अधिकारीयों एवं जन प्रतिनिधियो  द्रारा  अपने व्‍यक्तिगत खाते के तरह क र कागजी खानापूर्ति कर ली जाती है। एवं इस धन के द्वारा कर  गये कार्य  धरातल पर खोजे नही मिलते है।  जहॉ एक ओर मनरेगा  योजना की एक एक जानकारी पारदर्शी तरीके से आनलाइन की जाती है , जिसमें पाई- पाई का हिसाब किसी के द्रारा देखा जा सकता है। वहीं अन्‍य योजनाओ की फीडिग इस प्रकार करायी जाती है कोई विषेशज्ञ  भी इस बात की जानकारी नही ले सकता कि कौन कौन से कार्य कराये गये , कहा किस काम पर कितनी धनराशि व्‍यय की गयी । शायद ये पहली ऐसी येाजना है जिसके बन्‍द होने अधिकारी इंतजार कर रहें है।
         मनरेगा का वार्षिक लेबर बजट जॉब कार्ड के अनुसार तैयार किया जाता है जिसमें 70 प्रतिशत को ग्राम पंचायत 10 को ब्‍लाक पंचातय एवं 20 प्रतिशत जॉब कार्ड धारियों के जिला पंचायत एवं अन्‍य  कार्यदायी  संस्‍थाओ जैसे पी0 डब्‍लू0 डी0 सिचाई विभाग ,वन विभाग आदि को रोजगार स़जन की जिम्‍मेदारी निर्धारित की जाती है। अकेले ग्राम पंचायतो द्वारा 70 प्रतिशत धन का 80 प्रतिशत तो ईमानदारी पूर्वक व्‍यय किया ही जाता है। जिससे कोई इन्‍कार नही कर सकता ।जिला पंचायत ब्‍लाक पंचायत एवं अन्‍य कार्यदायी संस्‍थाओं द्वारा बंदर बॉट के बाद भी 10 प्रतिशत धनराशि व्‍यय की जाती है
इस तरह यदि सही ढंग से खर्च धन का अनुपात देखा जाय एवं कार्य की पारदर्शिता देखी जाये तो मनेरगा सरकार द्रारा चलायी जा रही किसी भी अन्‍य येाजना के अपेक्षा अच्‍दी सफल एवं पारदर्शी  योजना है।
यदि व्‍यक्तिगत राय है इसके द्वारा किसी पर आरोप लगाने की कोई मंशा नही है।  

मनरेगा से पीछा छुडाना चाहते है भ्रष्‍ट अ‍धिकारी

             लोगों केा रोजगार उपलब्‍ध कराने के उद्देश्‍ा से  चलाई गयी विश्‍व की सबसे बडी रोजगार परक  मनरेगा योजना केा आरम्‍भ से ही भ्रष्‍ट नौकरशाहो एवं नेताओ की नजर लग गई । और योजना भ्रष्‍टाचार के मकडजाल मे फस गयी। जिन्‍होने योजनारम्‍भ्‍ा से ही इसमें जमकर लूट पाट की और अपनी तिजोरियॉ भरने में लगे रहे । इनके लिए 2007 से 2010 तक योजना का स्‍वर्णीम काल रहा, इसके लिए उन्‍होने प्रारम्‍भ से ही सुनियोजित तरीके योजना के सही पहलू को जनता से दूर रखा और इसे कुछ लोगों के लिए धन लाभ का साधन बना डाला ।  योजना को शुरूवात से ही सर के बल चलाया गया । इसे उसके मूल ला‍भार्थियों अर्थात मजदूरो तक सही ढंग से पहुचने ही नही दिया  । जिससे कि वे इस योजना को सही ढंग से समझ सके जैसा कि हमारे देश में अन्‍य योजनाओ का होता आया है। 

              योजना का मूल उद्येश्‍य था कि ग्रामीण क्षेत्रों में काम के इच्‍छुक परिवारों केा रोजगार उपलब्‍ध कराना , जिसके लिए उनकेा जॉब कार्ड ग्राम पंचायत द्वारा उपलब्‍ध कराया जाना तथा काम की मॉग करने पर कार्य आबटित करना मुख्‍य था। किन्‍तु हुआ बिल्‍कुल उल्‍टा ग्राम पंचायतों में जॉब कार्ड तो बनाये गये किन्‍तु वे  प्रधानो अथवा अन्‍य कर्मचारियों पास ही पडे है। जिनका उपयोग मजदूर नहीं बल्कि अन्‍य लोगों द्वारा अपने हित के लिए किया जाता है, यही कारण है कि पूरे देश में कुल बने जॉब कार्डो में से कुल 23 प्रतिशत मजदूरो की ही कार्य की मॉग दर्ज है बाकी अन्‍य  कार्ड जाली प्रतीत होते है । 

              मजदूरो को तो यह भी नही मालूम है कि कार्य की मॉग भी की जाती है , बल्कि स्‍वहित साध्‍ाकाे द्वारा उनका मॉग पत्र तैयार कर खानापूर्ति कर दी जाती है , और जॉब कार्ड धारी को कुछ धनरशि देकर इस गोलमान में सहभागी बना लिया जाता है। और मेहनतकश मजदूर को भी भ्रष्‍ट कामचोर बनाने तथा चाेरी सिखाने का काम किया जाता है। यदि किसी मजदूर द्वारा कार्य की मॉग की भी जाती है तो उसे नियम कानून की पटटी पढाई जाती है और उसके इस कार्य को गुस्‍ताखी समझा जाता है ।  

              योजना में ठेकेदारी प्रथा पर पूरी तरह से रोक की बात कही गयी थी , लेकिन यह नियम केवल कागजो तक ही रह गया , किसी भी ब्‍लाक पंचायत अथवा जिला पंचायत बिना इसके एक भी कार्य नही कराया गया , यही नही बल्कि एक ही कार्य का कई कई ऐजेन्सियों द्वारा भुगतान तक कराया गया ।

              अब जब नौकरसाहों का यह कुक़त्‍य सार्वजनिक हो रहा है , उनके उत्‍तरदायित्‍व निर्धारित किये जा रहे है , तथा देश भर की जॉच ऐजेन्‍सीयॉ उनके कुक़त्‍यों से पर्दा उठा रही है तेा अब वे इस योजना से पीछा छुडाना चाह रहें है़, साथ ही इस इन्‍तजार में है कि कब ये योजना बन्‍द हो और उनकी जान छूटे।

              साथियों यह सब होता रहा और हम यह सब होता देखते रहे या कहें उससे सहमत रहे । यह हमारी अकर्मणयता ही है जिससे कि हम आज अपने  अस्‍तित्‍व के लिए जूझते नजर आ रहें है, काश कि हमने इस याेजना में चल रहे भ्रष्‍टाचार के विरूद्ध आवाज उठाने की हिम्‍मत की  होती तो इस योजना पर केवल और केवल हमारा अधिकार होता हमें मानदेय के चेक के लिए किसी की परिक्रमा नही करनी पडती । 

              साथियों अब समय आ गया है ये योजना हमारी है इसे हमें चलाना है , विनियमितीकरण तो हाेना ही है , जब हम इस योजना में अपनी पूर्ण सार्थकता सिद्ध कर देगें  तो मजाल है किसी की, विनियमितीकरण को रोक ले।

खुदी को कर बुलन्‍द इतना कि हर तदबीर से पहले। खुदा बन्‍दे से खुद पूछे बता तेरी रजा क्‍या है।।

उत्‍तर प्रदेश के मुख्‍यमंत्री ने दिया मनरेगा कर्मियों को नियमितीकरण का आश्‍वासन

              19 नवम्‍बर 2014  से लक्ष्‍मण मेंला मैदान लखनउ में मनरेगा कर्मियो का धरना 7 दिन के बाद दिनांक 25  नवम्‍बर  2014 को मुख्‍यमंत्री श्री अखिलेश यादव से वार्ता के बाद समाप्‍त हो गया । 

               वार्ता 1 बजे 5 कालीदास स्थित मुख्‍यमंत्री आवास पर हुई। जिसमें मुख्‍यमंत्री ने मनरेगा कर्मियाें की मॉग पर सैद्धान्तिक सहमति देते हुए अपने विशेष सचिव श्री रिग्जियान सैम्फिल (श्री सैम्फिल यू0पी0 के चन्‍दौली जनपद में जिलाधिकारी रह चुकें है तथा अपनी इमानदार कार्यशैली के कारण आज भी याद किये जाते हैं।) को निर्देश दिया कि ग्राम रोजगार सेवको को नियमित करने में कितने बजट की आवश्‍यकता है , तथा कहॉ अवरोधक है, इस सम्‍बन्‍ध में 03 दिसम्‍बर 2014 तक वित्‍त विभाग, ग्राम्‍य विकास विभाग, ग्राम्‍य पंचायत विभाग से हर हाल में रिर्पोट प्राप्‍त कर उनके समक्ष प्रस्‍तुत किया जाय।

By   this   writ   petition,   the   petitioners   are   seeking   a   direction   to   the respondents to take a policy decision with regard to regularization/absorption of Gram Rojgar Sewak against the substantive vacant post of Gram Panchayat Adhikari.

According  to  the petitioners,   they have been working on  the post  of Gram Rojgar Sewak since 2007 on contract basis. On 3.1.2013 there was a meeting with   the  Commissioner,  Agriculture  with   regard   to   regularization   of   the petitioners and a decision was taken that a Committee would be constituted and, thereafter decision  shall be taken. However, no decision has been taken till date. Representation has also been preferred through Union on 19.2.2013 before the Principal Secretary, Panchayati Raj Vibhag, U.P., Lucknow, copy of which has been filed as Annexure-12 of the writ petition but no decision has been taken so far.

No useful purpose would be served in keeping this petition pending.Without expressing any opinion on the merits of the case and with the consent of   learned counsel   for   the parties,   this  writ  petition  is  disposed of  with a direction to the respondent no.1, the  Principal Secretary, Gram Vikas Vibhag, U.P.,   Lucknow     to   take   a   decision   in   the  matter   with   regard   to   the regularization /absorption of  Gram Rojgar Sewak against the vacant post of  Gram Panchayat  Adhikari   strictly in accordance with law by a reasoned and  speaking order within a period of four months from the date a certified copy

of this order is received in his office.

MGNREGS wage rate to go up from April

Minister for Rural Development Jairam Ramesh on Sunday said that the wage rate of UPA’s flagship MGNREGA will be increased from April this year due to inflation. The notification will be placed before Parliament in the coming session scheduled to begin this week.

Addressing the 9th MGNREGA Divas, the Minister said MGNREGA wage rate has already been linked to Consumer Price Index and the yearly revision follows from it. Mr. Ramesh acknowledged that there is need for parity in the MGNREGA wage rate and the minimum wage in nearly 14 States including Bihar and Jharkhand, where the rural job wage is lower than minimum wage.

The Minister also encouraged the officials to motivate and help small and marginal farmers to undertake land levelling and irrigation schemes on their land under MGNREGA and lamented that only 10 per cent farmers have so far benefited from this provision.

Minister of State for Rural Development Pradeep Jain Aditya said that MGNREGA has brought about a revolution in rural India and stopped distress migration from rural to urban areas. He noted that this year more than 3 crore 80 lakh families have benefitted so far. While Mr. Jain acknowledged that fighting corruption in its implementation is a big challenge he asserted that it is the responsibility of the State governments.

“At the moment there is a decline and it is a slightly dull phase for MGNREGA but the programme has huge potential to go beyond just employment generation,” Jean Dreze, eminent economist and activist told The Hindu. Mr. Dreze acknowledged that there are bottlenecks in ensuring timely payment of wages, improving the quality of works. However, he noted that there has been decline in corruption and an increase in transparency. Referring to asset creation, a primary focus of the scheme, Mr. Dreze cited the example of MGNREGA works in Jharkhand on private land, such as land levelling and construction of wells that are also productive.

Mihir Shah, member, Planning Commission, said that in the last three to four years MGNREGA has been made more flexible and about 30 new works were added as per State specifications. He said, social audit has checked corruption to a large extent and with full implementation of Direct Benefits Transfer, the role of middlemen will be abolished.
